Acceleration of improving public services using a digitalization approach in the industrial era 4.0 is something that no longer commonplace. The government as service provider expected to be able take advantage these technological advances, increase its ability process, manage, distribute and information services. implementation this electronic-based carried out improve quality are effective, efficient, transparent accountable. As barometer governance Papua Province, City Jayapura role model e-Government-based governance. Therefore, study aims describe e-Government relation openness City. research methodology used descriptive qualitative with data collection techniques through in-depth interviews. Data analysis includes collection, presentation, reduction, drawing conclusions. results indicate city has made efforts utilize services, although it not been maximized.
